CHILD SAFEGUARDING:
Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.
ROLE PURPOSE:

SC is committed to develop an evidence base and a learning culture in both development and humanitarian settings to continuously improve our work to achieve greater outcomes for children.
The MEAL Officer, under the direct supervision of Area MEAL Coordinator, will be the key frontline MEAL staff communicating with partner MEAL focal and Program team for ensuring MEAL functions. S/he will perform day-to-day information management, ensuring data quality and conducting statistical analysis and other information to support management decision making and support MEAL functions in multisectoral thematic project in Magway and Sagaing Regions. S/he works closely with partner staffs/ SC program staff to support the data collection, data entry in database, quality assurance, and manage data at the field level as well as update project data for reporting and link up with regional and central MEAL teams of SCI.
In the context of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Technical Report to: Area MEAL Coordinator
Staff reporting to this post: MEAL Assistant based in Magway Area Office
Financial Approval: Nil
External Representation: Regular contact with partner focal and beneficiaries
Travel: Frequent Travel (over 7 days per month)
Role Dimensions: Work closely with the Area MEAL Coordinator and Project Managers and coordinate with Thematic MEALs
 
KEY AREAS OF ACCOUNTABILITY :
Programme Information Management System
 

  • Serve as the key focal person for data collection, verification, and report compilation from partners and program teams on a monthly basis.
  • Provide coaching, training, and capacity-building support to project teams and partners to ensure regular and accurate data collection and management.
  • Cross-check data collected and reported by partners to ensure alignment with log frame indicators; report any discrepancies to the Area MEAL Coordinator.
  • Conduct data quality assurance (DQA) by verifying data at the source in the field, as directed by the Area MEAL Coordinator, in collaboration with the MIS Manager.
  • Support the Area MEAL Coordinator in organizing and managing data collection activities with project and partner staff by clarifying tools, frequencies, and implementing corrective measures for data quality assurance.
  • Ensure timely data entry and verification in the project database and submit accurate reports to the Area MEAL Coordinator and Program Manager on a monthly, quarterly, and bi-annual basis.
  • Conduct field visits for community interviews and discussions to support data collection as required.
  • Ensure proper filing and documentation of collected data in both hard and soft copies (e.g., monthly reports, training and workshop attendance records).
  • Update and maintain data in the MIS system and ensure all reports are accurately reflected in the system.
  • Ensure to have functioning MEAL system within project and solve the capacity and evidence gaps with support of Area MEAL lead.
  • Support partner’s MEAL staff and SCI staff in measuring quality of activities with Quality Benchmark across Education, MPCA, Child protection and Health.
  • Strengthen partner’s MEAL capacity as per area-level partner capacity building plan.
  • Extract learning points from the project implementation to have prompt decision for area program leads.
  • Assist the Area MEAL Coordinator and Program Manager in providing reliable and accurate data for reporting purposes.

Accountability functional task:
 

  • Assist Program/Partner Staff to set up and make functional the accountability system in projects by sensitizing communities and partner organizations
  • Ensure in setting up the accountability system and it operates effectively and aligns with established standard procedures and guidelines.
  • Verify the accuracy of FRM data submitted by partners, covering all types of complaints and share the verified data with the accountability focal point on a monthly basis.
  • Facilitate community engagement during field visits to gather regular and child-friendly feedback.

Monitoring and Reporting task:
 

  • Conduct quality monitoring of field activities for the project and prepare detailed reports to share with the program and MEAL teams.
  • Ensure data is readily available for project reporting in coordination with the program team to meet all reporting deadlines.
  • Assist partner/ program teams with Post Distribution Monitoring (PDM) data collection and support data analysis and reporting for submission to the Area MEAL Coordinator and Program Manager.
  • Assist Area MEAL coordinator in preparing for annual Total Reach, Child Participation Indicator and Global Indicator reporting from area office teams.
  • Support Area MEAL coordinator in organizing and facilitating MEAL trainings, including coordination with participants and other relevant stakeholders.
  • Collaborate with program and partner teams to ensure data accuracy, consistency, and alignment with project indicators for monitoring and reporting purposes.
  •  Maintain regular and effective communication with direct and technical line managers through various channels for MEAL-related purposes

Child Safeguarding Responsibilities

  • Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct

 
PERSON SPECIFICATION

  • At least 3-year MEAL experience in either a development or emergency context
  • Bachelor's degree in social/ development sciences or other related subjects
  • Experience and knowledge in MEAL concepts; leading/conducting baselines and evaluations; Considerable knowledge of developing/reviewing programme frameworks and log-frames, data collection and storage methodologies, methods of analysis and interpretation.
  • Experience working with ODK or KoBo Collect and PowerBI (desirable)
  • Experience in programme implementation and/or one or more of Save the Children programming technical areas (desirable)
  • Considerable English communication skills, both written and verbal
  • Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure
  • Willingness to travel to field offices and work in difficult environment according to travel requirements.
  • Significant people management skills/experience and proven ability to create an environment which encourages team working and motivates a team across various geographical areas
  • Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children
