CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing vetting process staff.
ROLE PURPOSE: SC is committed to develop an evidence base and a learning culture in both development and humanitarian settings to continuously improve our work to achieve greater outcomes for children.
The MEAL Assistant, under the supervision of the MEAL Officer, will support MEAL functions and ensure data quality and effective information management for multisectoral projects in Magway and Sagaing Regions. Responsibilities include supporting high-quality program delivery by partners, maintaining professional implementation standards, and adhering to data management protocols. The role requires expertise in data management, visualization, and reporting to support decision-making. The MEAL Assistant will work closely with the Program Manager and MEAL Officer to ensure compliance and effective program support at the township level.
In the context of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:
Programme Data and Information Management System
- Ensure all partners and program staff are aware of and follow data management and indicator guidelines.
- Assist the MEAL Officer in developing M&E tools and databases.
- Communicate with partners and program teams to ensure proper usage of M&E tools and organize refresher sessions if necessary.
- Deliver training to use standardized tools within the project and to fill up capacity gaps and evidence gaps.
- Make sure to conduct Quality Benchmark in the implementation of field activities.
- Support the organization and management of data collection by clarifying tools, collection frequency, and implementing corrective measures to ensure data quality.
- Accurately input captured data and promptly provide requested information to internal and external parties, ensuring MEAL Officer approval.
- Compile monthly reports from partners and program teams, consolidate them into the Information Management System, and produce combined reports for the Programme Manager.
- Ensure all necessary information is collected, recorded, and properly maintained in the agreed Data and Information Management System/Database.
- Perform regular data quality checks, data screenings, validations, and verifications against source documents.
- Conduct initial data analysis under MEAL Officer guidance and report findings.
- Update the MIS system to track activities and indicators against set targets.
- Maintain proper filing, documentation, and organization of both soft and hard copies of monitoring forms and data.
- Ensure confidentiality and observe data protection protocols for both paper and electronic data, adhering to child protection standards, including informed consent and privacy.
- Conduct regular field visits to assist in data quality checks, understand program services, and improve data accuracy with supervisor approval.
- Assist the MEAL Officer in delivering capacity-building initiatives for partners under the project.
- Perform other data and information management-related tasks as assigned by the supervisor.
Accountability: FRM information management
- Assist the MEAL Officer in ensuring that partners and the program team have standardized Feedback and Response Mechanism (FRM) forms/tools to document complaints and feedback effectively throughout project implementation.
- Assist the program team in tracking and updating the feedback and complaints database, ensuring required actions are taken as per the agreed FRM management system.
- Ensure that all FRM data, including all types of complaints, are accurately recorded in the FRM database/ KoBo by partners and the program team, and share this data with the accountability focal person on a monthly basis.
- Communicate with the MIS team to address data discrepancies and technical errors, ensuring timely responses and solutions.
- Collaborate with the program team to ensure that information about Save the Children, its activities, and other mandatory details is widely shared within the communities we serve, fostering transparency, community engagement, and child participation in line with relevant guidelines.
- Ensure that both partners and SCI staff, along with designated focal persons, respond to community feedback promptly and update the accountability tracker in a timely manner.
Monitoring and Reporting
- Support MEAL Officer in quality monitoring of field activities for the project and prepare reports to share with program team and MEAL team.
- Ensure project data is available and ready for reporting in coordination with the MEAL Officer to meet all reporting deadlines.
- Support MEAL Officer/ Coordinator in MEAL trainings and coordination with participants and relevant stakeholders.
- Maintain regular and effective communication with direct and technical line managers through various channels for MEAL-related purposes.
- Conduct Data Quality Assurance (DQA) visits to verify the accuracy of field data at its source, following the guidance of the MEAL Officer, in collaboration with the MIS Manager.
- Child Safeguarding Responsibilities
Support the process of ensuring that child safeguarding and child protection mainstreaming are integrated into all M&E frameworks through measurable output and outcome indicators; and support the process of piloting and scaling up local level beneficiary complaints’ mechanisms in relation to staff conduct, with an emphasis on the Child Safeguarding Policy and measure to prevent sexual exploitation of women and children.

QUALIFICATIONS
- Bachelor's degree in social / development sciences, Information Technology or other related subjects.
EXPERIENCE AND SKILLS
- Experience in Data and Information Management
- Having experience in Humanitarian sector and working with Multi sectorial approach is preferrable
- Experience in Health &Nutrition or Child Protection or WASH sectors
- Excellent personal organisational skills, including time management, and ability to meet deadlines and work effectively under pressure
- Willingness to travel and work in difficult environment according to project’s requirements
- Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children.
- Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
- Understanding on Local context and Local Language are preferable.
- Solid understanding and experience of working with Spread Sheets (MS-Excel) and relational databases (MS-Access).
