THE OPPORTUNITY – Director of Programme Operations 

As a member of the Senior Management Team, the Director of Program Operations shares in the overall responsibility for the direction and coordination of Save the Children Peru Office. The post holder in his/her capacity is responsible for implementation of all programming in country, including supervision of the awards and supply chain management department, management of all field and/or project offices, and emergency preparedness and response (including DRR) for the Country Office in Peru.    

The primary purpose of the Programme Operations Department in Save the Children in Peru is to assure the delivery of high-quality full spectrum programmes across the country, through effective operational management platforms, humanitarian operations, supply chain and awards management, in partnership with local stakeholders and in line with our localization strategy. 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. 

 QUALIFICATIONS    

  • Master’s  degree  in  development  or  other  social  sciences.    
  • Fluency in written and spoken English and Spanish.  Minimum English level: C2 

 

EXPERIENCE AND SKILLS 

  • Minimum 10 years of management experience in a corporate, INGO or an NGO environment, including significant field operations experience running both emergency and development programs.  
  • Robust experience of INGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure.  
  • Previous experience  of managing  and  developing  a  team  and  the  ability  to  lead, motivate and develop others.   
  • A very good understanding of at least 3 of the sectoral programs ongoing and a working knowledge of the program priorities of the Country Office.    
  • Substantial experience in supply chain management, including procurement, sourcing, fleet management & inventory.  
  • Relevant experience and knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management.   
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors as ECHO, BHA, BPRM, AECID, among others.  
  • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results.  
  • Ability to analyze information, evaluate options and to think and plan strategically.   
  • An  in-depth understanding  of  national and international  development  issues  in particular in relation to children.   
  • Strong skills and proven experience in change management processes.   
  • Excellent interpersonal, communication and presentation skills.   
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies.  
  • Commitment to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches.  

 

 KEY AREAS OF ACCOUNTABILITY :  As a member of the Senior Management Team, contribute to: 

  • Leadership of the Peru Country Office.  
  • Support the development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children, raise the profile of Save the Children Peru as a prospect member, and provides excellent customer service for our Members and donors.  
  • Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to program and prospect member needs.  
  • Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs.  
  • Representation of Save the Children at a senior level, actively networking to promote SC perspectives and building relationships that help facilitate the success of our projects.   
  • Ensure that the required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Regional Office.  

 

Strategic planning:  

Oversight and Management of Program Implementation  

  • Responsible for overall coordination of program implementation and delegated responsibility for field delivery of high-quality programming in line with the objectives of the country strategy and Quality Framework.  
  • In close coordination with the Director of Program Development and Quality and Director of Finance, participate in program proposal process and ensure that all programs progress in accordance with awards agreements, are completed within time and on budget.  
  • In close coordination with the Coordinator of Advocacy and Partnerships and PDQ Department, ensure that the field level advocacy activities are implemented in a timely and quality manner.  
  • Working with Director of Program Development and Quality, participate in conceptualizing and designing cost effective, innovative, and high-quality programs to serve most deprived children.   
  • Working with NBD Department as well as Advocacy and Campaigns Department to contribute to raising the profile of Save the Children in Peru through provision of program inputs  
  • Serve as overall budget holder for most programming; manage and support budget holders for individual projects and grants.  
  • Ensure programs are implemented in ways responsive to the communities, and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government, NGO-partners and other stakeholders to strengthen national capacity.  
  • Ensure preparation of timely and high-quality progress reports, program reports, and donor reports. Contributes to development of Country Annual Plans and Country Annual Reports.  
  • Leads on development and implementation of plans for Operational Platform Strengthening in close collaboration with Regional Office.  
  • Support field managers to oversee all field and project offices.  

 

Awards Management:  

  • Coordinate overall funding process from both awards and SC members.  This including: ensuring that Awards team is fulfilling their function, from coordination of development of grant proposals, to closure of awards processes.  
  • Ensuring assessment of partners and capacity building as part of award management and program implementation procedures.  

 

Supply Chain Management : 

  • Ensure that the CO supply chain management capacity and systems meet the SCI Quality Framework standards and can satisfy the programming requirements.   
  • Ensure appropriate and adequate emergency supply management procedures are detailed in the Peru Emergency Preparedness Plan to enable rapid scale up.   
  • Supervise the CO supply chain management department ensuring that all supply chain management components (fleet, assets, inventory, transport, procurement, sourcing, base setup, etc) are coordinated.  
  • Ensure that CO supply chain management structure is fit for purpose according to CO strategy and program/project portfolio complexity.  
  • Ensure that supply chain management department is in compliance with Supply Chain Management SCI policies and procedures, as well as donor requirements, implementing quality standards in procurement, sourcing, fleet management, Inventory and Asset Management, warehousing management.   

 Humanitarian Response Management   

  • Strengthen the Peru CO organisational readiness to respond to emergencies in line with global SCI emergency goal and benchmarks.  
  • Ensure that the CO designs, updates and implements a full set of emergency preparedness actions, drawing on SC member input and resources.  
  • Mount appropriate and timely responses at scale to all emergencies consistent with established benchmarks, plans and organizational policies, and in close cooperation with incoming surge teams.  
  • Ensure that all CO staff across departments and field/project offices are familiar with, adhere to and implement the procedures and processes detailed in the Rules and Principles for emergency response.  
  • In coordination with the Director of Program Development and Quality maintain consistent and coherent engagement in key inter-agency emergency preparedness and response coordination mechanisms including the Cluster system.  

 

Staff Management, Mentorship, and Development – Program Implementation  

  • Ensure appropriate staffing within Program Implementation, field and project office staff  
  • Ensure clear succession plans are prepared and implemented  
  • Ensure handover reports are prepared in case of staff turnover.   
  • Ensure that all staff understand and are able to perform their role in project/program implementation and adapt accordingly when a humanitarian response is implemented.  
  • Manage Program Implementation team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly  
  • Ensure the recruitment, training, and promotion  of  staff as appropriate and ensure availability of appropriate professional development opportunities for staff  
  • Incorporate staff development strategies and Performance Management Systems (Develop to Perform) into team building process.  Establish result based system and follow up  
  • Manage the performance of all staff in the Program Implementation work area through:   
  • Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.  
  • Coaching, mentoring and other developmental opportunities;  
  • Recognition and rewards for outstanding performance;  
  • Documentation of performance that is less than satisfactory, with appropriate performance improvements/ workplans
