SCOPE OF ROLE: 
Reports to: Kharkiv Field Manager
Dimensions: May be requested to support work in Oblasts such as Poltava and Sumska, depending on the evolution of the context and the operational needs.  
Direct reports:  Approximately five direct reports. 
Note: The PM will need strong interpersonal skills to foster collaboration and ensure the professional growth of direct reports through mentoring and performance management.
 
 
KEY AREAS OF ACCOUNTABILITY:
Programme Management: 
 

  • Manage all program implementation in the respective area, supporting the Field Manager to meet relevant KPIs 
  • Provide direct support and strategic leadership to Kharkiv Operations teams to transition to PRIME, including having updated Logframes, DIPs, PP, HR plans, etc. 
  • Work with Operations teams to ensure monthly reporting to MEAL is done accurately and on time
  • In collaboration with the HoP / AD and FM, develop and track master budget forecast and cash requests for Kharkiv activities, make recommendations on adaptive measures. 
  • Provide leadership to Operations teams in terms of meeting proposal related deadlines
  • Enable strong collaboration with PDQ teams during proposals and implementation 
  • Plan for effective use of Programme resources, ensuring that all resources/assets in project are managed in line with SC and Donor policies.
  • Track and report on Programme progress against both programmatic and budgetary targets, and collaborate with the Technical Advisors/Specialists to make adjustments to Programme design as necessary. 
  • Collaborate with the Report Writing teams in Awards, and with the Coordinators, by providing inputs, reviewing and submitting timely and high-quality donor reports.
  • Promote synergies and ensure the overall coherence and relevance of multi-sectoral response;

Ensure feedback loops from learning events, and document challenges / bottlenecks in a concise manner – escalating to the FM as needed.
 
Partnership and Localisation:

  • Support the Partnership team with capacity assessments of partners, and support with programmatic support planning
  • Develop skills to support partner to have workplans in place and follow up with team members regularly to ensure that activities are on track.
  • Develop strong collaborative relationships with local and international partners to ensure effective coordination.
  • Overall responsible in the for review of Annex A and B, and take responsibility in submitting PAAs on time to EAO / CO Awards teams 
  • Review relevant partner narrative and financial reporting 
  • Work with Coordinators and PMs to develop a training plan and register for completed trainings
  • Ensure all partners are aligned with SC’s mission and objectives, facilitating mutual understanding and collaborative efforts.

Needs Analysis, Programme Design and Implementation:

  • Contribute to situation/response analysis, sector strategy documents and sector response plans as well as Programme design, working with the partner teams to ensure design is appropriate and implementable. 
  • Contribute to country and area level contingency and emergency preparedness plans and where possible, integrate contingency planning for Programme planning and proposal design.
  • Support partners and direct teams to respond to new emergencies and spikes
  • Follow up with the implementation of DIP, PPs, Rapid Needs Assessments, HR plans, etc. and monitor the usage of PRIME in the field office

Monitoring, Evaluation and Accountability

  • Support Knowledge Management/MEAL to collect appropriate, timely and accurate data against agreed indicators to enable both internal and external reporting.
  • Contribute to operationalise needs assessments in the area
  • Work with MEAL team to identify and incorporate project suitable accountability mechanisms.

Human Resources Management

  • Complete D2Ps with all direct staff in a timely and constructive manner, manage performance as needed
  • Support, mentor and develop SC Programme  team to develop leadership, management and technical capacity.

 
Coordination:

  • Regularly coordinate and collaborate with other Programme managers and Programme teams to strengthen programmatic synergies, integration and impact for children.
  • Support representation needs in coordination meetings (Cluster, Working Groups as required).

QUALIFICATIONS AND EXPERIENCE
Essential

  • At least 3 years experience working with a humanitarian/ development organisation, preferably in East Ukraine
  • University degree (bachelor level, masters preferred) in a related academic discipline
  • Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the Child Rights Convention and international humanitarian rights standards.
  • Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
  • Solid experience in grant management, including budget holding and donor reporting.
  • Substantial understanding or proven experience of security management issues.
  • Ability to produce high-quality reports in English.
  • Representational, political awareness and advocacy skills.
  • Ability to work with limited supervision from line manager. 
  • Experience working with partners and a participatory approach.
  • Fluency in written and spoken English and computer literate.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
