INTRODUCTION 

 

Save the Children is seeking proposals from Bidders who are able to evidence the necessary experience, capacity and skills to deliver a Finance Management System (FMS) Software as a Service (SaaS) for Save the Children International (SCI) which incorporates the Save the Children’s International Global teams and operations in 57 County offices with Save the Children Association’s (SCA’s) Members who have opted to implement the successful solution. Save the Children’s incumbent vendor is ceasing support of the existing set up and as such, Save the Children have reviewed their Financial requirements and see this as an exciting opportunity for the Global Organisation to identify a solution to meet our strategic needs.

 

  • Implementation Partner: 

Bids are sought from Bidders who would like to propose a partner for Implementation, be that the Bidder themselves or a third party, however the award of Implementation Partner for the preferred FMS SaaS solution is a decision that Save the Children reserves the right to make independently of this RFP, with the release of a future RFP if required. The implementation Partner section of this RFP is optional and will be scored separately, Bidders will not be at a disadvantage if they do not submit a response for the Implementation Partner. Bidders, however, must stipulate as part of their response if they will only work with certain vendors as Implementation Partner.    

 

Save the Children reserves the right to award the Implementation Partner contract to its preferred bidder irrespective of a recommendation from the chosen FMS SaaS provider.

 

  • Financial Planning & Analysis (FP&A): 

Save the Children reserves the right to choose to award the FMS SaaS Agreement excluding the Financial Planning and Analysis (FP&A) solution should this not be deemed fit for purpose. In this instance, Save the Children would release a further Request for Proposal (RFP) for the FP&A software. 

 

  • Additional Modules: 

Save the Children reserves the right to choose to award the FMS SaaS Agreement excluding modules as required. Member Entities may choose to include additional modules which may not be required by Save the Children International, for example Procurement.

 

The below questions are critical for Save the Children. They are part of the Requirements self-assessment document which is shared with the ITT.  If you cannot meet the minimum requirements, we advise you not to proceed further.

Can your system handle a minimum of 20,000 concurrent users during peak seasons across multiple global locations with acceptable performance? e.g. the last 2 days of the month is a peak season where we have about 20,000 users filling in timesheets. During the other days we don't require the entire 20,000 concurrence

Does your solution support operations in at least  70+ countries with multi-currency capabilities?

Can your system maintain data segregation for at least 15+ separate entities while allowing shared services operations?

Can your system support automated processing of at least 2,000 transactions daily across multiple entities?

Does your solution provide role-based access control that can manage at least 25,000 users with different permission levels across multiple organizations?

Can your software handle extensive relations on a range of data segments?
