1.        The Save the Children International has received financing from the World Bank toward the cost of the Restoring Education and Learning in Yemen and intends to apply part of the proceeds toward payments under the contract for Printing of Learning Materials (Remedial Education Training Materials). Bidding process will be governed by the World Bank’s Procurement Regulations.”

3.        Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 

4.        Interested eligible Bidders may obtain further information from [Save the Children International – Yemen, – att. Mohammed Mostafizur Rahman – Project Director, yemen.tenders@savethechildren.org] and inspect the bidding document during office hours [0900 to 1600 hours] at the address given below in paragraph 9

5.        The bidding document in English and translated into Arabic may be purchased by interested Bidders upon the submission of a written application (including the trading/business certificate) to the address below and no payment to acquire the bidding document is required. The document will be sent by email upon request and validation of the business/trading license of similar category.

6.        Bids must be delivered to the address below on or before [17 November 2024 at 11:00AM Sana’a Time (GMT+3).]. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 17 November 2024 At 11:00AM Sana’a Time (GMT+3). 

7.        All Bids must be accompanied by a Bid Security of 3,0000 USD.

8.        Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

  1. VETTING

Successful bidders must be successfully vetted. This involves checking bidders and key personnel against Global Watch Lists, Enhanced Due Diligence Lists and Politically Exposed Persons Lists. 

The vetting of bidders will be completed after the award decision and prior to any contract being signed, or orders placed. If any information provided by the Bidder throughout the tender process is proved to be incorrect during the vetting process (or at any other point), SCI may withdraw
