Area Support Coordinator
SUMMARY

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.
ROLE PURPOSE
The Area Support Coordinator (ASC) ensures smooth operational support across the Area, following SCI policies and procedures. Reporting to the Sr. Area Operations Manager and working with technical guidance from Yangon Functional Departments.
SCOPE OF ROLE:
Reports to: Senior Area Operations Manager (Northern Shan State)
Staff reporting to this post: Technical supervision of Finance / Logistics/Admin HR /IT focal points in (NSS) field offices
Financial Approval: When delegated
External Representation: Regular contact of detailed explanations of policy, regulations, programs, services and representation of SCI at the local level or with mid-level counterparts
Travel: Frequent (over 10 days per month)
KEY AREAS OF ACCOUNTABILITY
Logistics Component• Managing logistics operations such as planning, procurement, warehousing, communications, fleet and asset management, and reporting.• Implementing SCI logistics systems, including the Country Logistics Manual and new initiatives.• Providing technical guidance and supervision to logistics staff and focal points, ensuring high-quality support for programs at the regional and field levels.• Building the capacity of logistics focal points through training, mentoring, and on-the-job coaching.• Ensuring logistics staff have clear objectives, technical skills, and work plans, with regular reviews to address training and support needs.• Monitoring the quality assurance of medical supplies during procurement, transport, and storage, in coordination with pharmacists and program managers.Admin and HR Management• Ensure updated on SCI program support policies, systems, and standards.• Maintaining direct communication with the HR and Support Services team in Yangon.• Supporting, guiding, and monitoring field office support staff to help program teams deliver high-quality projects efficiently.• Ensuring field staff receive adequate training and support to meet SCI standards for HR, Support Services, and Logistics (if no regional logistics staff is present).• Disseminating SCI policies and donor requirements to ensure all staff understand and follow them.• Supporting emergency response program development and implementation in the region.• Coordinating with Yangon HR for timely submission of time sheets and HR reports.• Assisting the SAOM with recruitment and induction of new staff at the regional level.• Organizing training for operations and project staff within the HRD budget.• Providing support during emergency responses as needed.Finance Component• Conducting spot checks and field visits to ensure the following:• Financial coding and documentation in each sub-office and responsible to prepare GLACOS and complete with accurate budget code, including account codes, program codes, and SOF/DEA codes.• To ensure Finance month end procedure are completed in each sub office including cash count, bank reconciliation, float control sheet etc..• Combine each sub office fund request and submit to Yangon Treasury for monthly cash reimbursement• Support to Area Operation Manager for budget management and involve in preparation of CAP template, proposal budget, monthly BvA review and budget monitoring regularly• Review monthly GL listing of related area and inform to Senior Area Operation Manager if any adjustment is required Support to Project Delivery and Quality • Providing field-based finance staff with training and support from the Awards and Finance teams in Yangon to meet Essential Standards for Awards Management and Finance.• Assisting field teams in assessing and supporting civil society partners, including risk analysis, partner assessments, and capacity building.• Supporting staff in award management during the development and implementation of emergency response programs.
Child Safeguarding Responsibilities:• Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

• At least 3 or 4 years’ experience in program supporting coordination role with an international organisation or company • Experience of organizing and facilitating training• Good IT skills (MS Excel, Word, internet, email).• Bachelor Degree (preferable with related specialization)• Good English communication skills, both written and verbal• Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure• Willingness to travel to field offices and work in difficult environment according to travel requirements• Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children• Commitment to and understanding of Save the Children’s aims, values and principles.• Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy• Understanding local context and cultural especially emergency respond • Previous experience of working with an INGO or UN is desirable with operations management.• Experience in emergency response to natural disaster or conflict preferable.
